Will my mobile phone roam in Ireland, and what changes when I cross into Northern Ireland?

A phone from an EU or EEA country roams in the Republic under Roam Like at Home, at domestic prices within fair use limits. Northern Ireland is the UK, outside those rules: some European operators include it, many charge, so check your own operator before you cross. A phone from outside Europe, the United States included, pays its home operator's roaming rates on both sides of the border, and a travel eSIM bought for Ireland may not cover the UK at all. Near the border a phone can also latch onto a network from the other side while you stand still. Set network selection to manual in border counties, and read the welcome text message when the network changes.
