How do accessible toilets, parking badges and concessions work for visitors?

Three separate systems, none of them automatic. Accessible toilets sit inside stations, shopping centres, airports and attractions; most open freely, some locked toilets in transport hubs and in Northern Ireland use a RADAR key, and the larger Changing Places toilets, with a hoist and changing bench, are listed by Changing Places Ireland. For parking, Ireland's Disabled Person's Parking Permit is the EU parking card: cards issued in other EU states and the UK Blue Badge are recognised here when the wheelchair symbol is shown, and they cover designated bays, with local time rules set by each authority. A badge from outside Europe needs checking with the Disabled Drivers Association before you rely on it. Concessions are set by each attraction: many admit a companion or carer free, but there is no national scheme, so check when you book.
