What is the Habitual Residence Condition, and why does it matter when moving back?

It is the test the Department of Social Protection applies before paying most social welfare, and being an Irish citizen does not exempt you: you must show your life is centred in Ireland and that you are here to stay for the foreseeable future. Five things are weighed: how long you lived here and abroad, why you went abroad, your pattern of employment, your main centre of interest, and your future intentions as the evidence shows them. The good news is real: a returning emigrant resuming a long-term home here can be treated as habitually resident from the day they return. Evidence does the work: the ended lease or sold house abroad, belongings shipped, a job started, family back with you. You complete form HRC1 with your claim, and a refusal can be appealed within 60 days.
